In order to do this, someone would have had to have been searching your mail for both the card AND the pin. Then, they would have had to activate the card using your personal information.
So, you are correct, this is most likely a family member. Although it’s not impossible for someone else to do it, it’s unlikely.
So, you need to protest EVERY charge to the debit card and force them to send you proof of purchase (that little slip you sign). Hopefully, that will track down the specific culprit.
Then, if you want the bank to make any kind of forgiveness, you will have to PRESS CRIMINAL CHARGES. If you aren’t willing to press charges against family, the bank probably won’t take any blame. You would have to take your family member to small claims court with the proof of what they did.
