How many days can a trust attorney avoid contacting the remaining family?

Belle asked:

My grandmother set up a trust with Part A, B & C, with my step-grandpa for the family. My grandma died Jan of 06 & step-grandpa has cut off the rest of the family completely. Everyone’s thinking he’s deceased but when we call to inquire, we get told to **** out, go fly a kite or worse. We’ve called the local paper in his area to find out if an Obituary has been placed but the paper refuses to tell us, stating we have to contact HIS family to find out, or come into their office to scour the archives.

The trust was transferred to a new attorney to keep everyone away from finding out what’s going on. IF step-grandpa is deceased, how many days does the trust attorney have LEGALLY before he has to notify the next person in line for the trust, which is my mother, Part B? We live in California, if that helps anyone with an answer.
